For S7-1200 memory card is optional and used to store user data or backup of the program
I am planning to use the S7=1212C for an automation task. Just confirming that the unit supports four PWM output ports?

Yes, the 1212C supports PWM (I believe its 4 max)

Siemens can get a bit funny about software matching firmware, best bet would be with version 17 as it should be able to download to even the latest PLC firmware
